History of National CASA
Court Appointed Special Advocates’ (CASA) inception dates back to 1977, when a Seattle Judge, Judge David Soukup, concerned over making decisions about abused and neglected children’s lives without sufficient information conceived a way to ensure their placement in a safe and loving environment. Judge Soukup conceived the idea of utilizing trained volunteers to provide him with information needed to ensure that the best possible resolution was achieved for every child placed in care. The initial program achieved such success that Family and Juvenile Court Judges across the nation began to utilize citizen advocates. The National Court Appointed Special Advocates Association (NCASAA) was created in 1977 to provide support to its state and local members, and to promote court-appointed volunteer advocacy for abused and neglected children so that they could thrive in safe, permanent homes. In 1990, the US Congress encouraged CASA programs’ expansion with the passage of the Victims of Child Abuse Act. Today, there are 950 programs with over 53,000 men and women operating as CASA volunteers serving 226,000 children nationwide.
CASA of Union County
Incorporated on March 30, 2005 Court Appointed Special Advocates of Union County, Inc. (CASA of Union County) is a 501 c 3 non-profit organization founded by a group of concerned Union County citizens. We are a well regarded member of the National CASA Association. Our mission is to recruit, train and supervise community volunteers to act as advocates for children who have been removed from their home due to domestic abuse, neglect and/or abandonment. Our community volunteers are the childs voice in the welfare system. They are trained and supervised to ensure that needed services and assistance are made available to our clients in a timely fashion, while they are being move as quickly as possible toward safe and permanent homes.
Mission
CASA of Union County is a non-profit organization that recruits, trains and supervises community volunteers to act as advocates for children in out-of-home placement.
Statement of Purpose
The purpose of CASA of Union County is to help children in out-of-home placement achieve permanency in a safe and nurturing home. The primary purposes of the program are as follows:
(a) Advocate for the best interests of children in out-of-home placement and under the jurisdiction of the New Jersey Superior Court, Family Part, in Union County.
(b) Recruit, screen, train, and supervise volunteers who will be appointed by the Family Court and assist the court in gathering relevant information about the child and the family through file reviews, interviews with the child, parents, foster parents, resource family, relatives, teachers, doctors, social workers and anyone else who might have pertinent information.
(c) Establish and maintain effective relationships with the Family Court, Division of Youth and Family Services (DYFS), Child Placement Review Board (CPRB), Office of the Public Defender, Legal Aid, and other child serving agencies/institutions in order to create a cooperative environment in which to best serve the needs of children.
(d) Educate the community about the role of CASA of Union County in the lives of children in out-of-home placement. Represent the CASA program at local and county level organizations concerned with child welfare.Service
CASA volunteers are trained to act as first-hand experts on the individual needs of abused and neglected children, giving them the best possible chance at a hopeful future.
