Description:

Duties: Manages or assists in the management of real property that is federally owned, owned by North American Indian tribes or tribal members, leased or held, or acquired through default of federally insured loans or through other federal programs. Grants easements, or issues leases, licenses, and permits for a variety of uses, both public and private, for rural property, undeveloped land, forest, or timberland, and associated mineral, timber, grazing, air, or water rights. Duties may include coordinating land use authorizations, such as federal mineral lease or special uses. Identifies unauthorized use of federally controlled property. Conducts inventories, utilization surveys, and/or compliance inspections. Resolves problems, including referring disputes for court actions. Performs work involving the acquisition of real estate by purchase, rental, lease, exchange, or donation. Assignments may include real property exchange and right of way acquisitions. Conducts or manages surveys, inspections, or negotiations. Ensures compliance with applicable federal regulations and legislation relating to matters such as environmental safety, fire safety, historic preservation and archeological resources, natural resources protection, relocation issues, and procurement processes. Qualification and Experience Minimum federal qualification requirements: Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Substitution of education for experience: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a masters or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree. Combination of education and experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Additional information about the specialized experience requirements: Grade GS-09 - Specialized experience for this position is to include arranging meetings, and coordinated with higher-level specialists in land owners in assisting on the resolution of technical problems for rights-of-way cases with few complicating factors. Assists higher graded specialists in the development and execution of cost recovery agreements, implementation of special use authorizations and billings through the Special Use Database (SUDs), participates in interdisciplinary teams evaluating the environmental effects of lands proposals. Compiled information for reports from various sources such as courthouse records, and agency records and survey records on matters such as ownership titles and patterns of land developments.
