Description:
Duties: The candidate performs work related to developing and maintaining relationships with stakeholders in various levels of government, private industry, and/or universities to communicate and disseminate information about program mission and activities. Evaluates applications before award, including the analysis of applications received in response to particular programs and Request for Application (RFA) requirements. Provides advice and guidance, including interpretations, opinions, or decisions, regarding programs or policies. Consultations involve assessment of program or policy conditions, phenomena, or anomalies. Qualification and Experience Qualifications: For GS-09: The candidate must have 1 year of specialized experience at least equivalent to the GS-7 level. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations. Substitution of Education for Experience: The experience requirement for the GS-9 level may be met by two full academic years of graduate level education or completion of all requirements for a Masters or equivalent graduate degree, or completion of all requirements for an LL.B. or J.D. degree. Combination of Education and Experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. For GS-11: The candidate must have 1 year of specialized experience at least equivalent to GS-9 level. Examples are researching or analyzing established administrative issues; or interpreting regulations and organizational policy regarding administrative or program issues to provide advice and guidance on well-precedented issues. Substitution of Education for Experience: Experience requirements at the GS-11 level may be met by three full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree. Combination of Education and Experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Specialized Experience for GS-9: Assisted in preparing grants and research agreements in final format from clearly understood information contained on cooperative agreement worksheets. Researched criteria, laws, rules, and regulations to assist higher-grade specialists in formulating agreements. Drafted public briefings regarding agency programs and activities. Assisted in the performance of routine and non-complex tasks to develop and maintain relationships with various stakeholders in the government, private industry, and universities. Specialized Experience for GS-11: Assisted in developing and implementing plans for disseminating routine information about a specific organizational program. Performed routine and non-complex tasks to assist in the development and maintenance of relationships with various stakeholders in the government, private industry, and universities. Researched numerous criteria, laws, rules, and regulations to determine what was legal and applicable in formulating agreements, such as cooperative agreements, grants, research cost reimbursable agreements, joint venture agreements, challenge cost-share agreements, and memoranda of understanding. Selected and applied accepted analytical and evaluative techniques to identify procedural issues or problems. (Note: This is a contract job of up to 13 months).
